James Hayes Shofner Cooper (born June 19, 1954) is an American lawyer, businessman, professor, and politician who has served since 2003 as the U.S. representative for Tennessee's 5th congressional district (based in Nashville and containing parts of Davidson, Cheatham, and Dickson Counties). Despite claiming to be a Blue Dog moderate, Cooper votes 100% in line with Joe Biden. Thanks to the Tennessee's state legislature, Cooper was drawn out and announced retirement.[1]
