I agree. German historians have been preoccupied with "functionalism" vs "intentionalism" since the end of the war. the Myth of the clean Wehrmacht blows functionalism out of the water.
In reality, Hitler knew he was going to lose the war early on by 1942 (see for example the Hitler-Mannerheim conversation - the real significance of the recording - Hitler's acknowledgment he could not beat the USSR), but carried on with his intent to kill all the Jews in occupied territories. (And we shouldn't make the mistake of blaming Hitler alone - he couldn't have done it without willing & witting co-conspirators at all levels.) In a sense, the "world war" - which they knew they could not win - became a cover for mass extermination of civilians by the time the US entered the war.
