IMO, with the dissolution of the $40 billion USAID, you are seeing the fruits of the collaborative efforts of Trump, RFK Jr, and Musk. RFK Jr understands better than Trump the internal workings of the federal government & deep state. RFK Jr explained to Trump how USAID was created by Executive Order (by JFK, I believe) and not by Congress. USAID can be dissolved by Executive Order. The founding of USAID by JFK is wrapped up his "good intentions" in the founding of the Peace Corps. The Peace Corps was founded as an alternative to the peacetime military draft for "conscientious objectors". USAID was created to fund projects in countries volunteers were sent (or for the USG to bribe its way into; the Peace Corps has long been viewed with suspicion as a CIA front to gain access to certain countries).
