I have several links on it, but The Still Report has a very short illustration of it in use here. [1] Sidney Powell has been been put in charge of investigating it for Trump (Remember, she's Gen. Flynn's attorney who presumably briefed her on it). Briefly, it's CIA software that has been employed in foreign elections and now is in the hands of private contractors. Gen. So was that the real reason for Ronchetti out-performing Trump or was it just ticket-splitting? It looks like Hammer/Scorecard/Dominion technology switching Trump votes for Biden, as well as some no down ballot votes. How many other states that Biden won did the Democrat Senate candidate outperform Biden?

[4] Note: a switch of 20,000 votes from one candidate to another results in a -40,000 vote deficit. Powell names "Scorecard" by name, so if someone claims "Scorecard" is a "conspiracy theory", that makes Powell and her client President Trump "conspiracy theorists."

So let me summarize briefly: under the DARPA program, technology developed by the US government ends up in the hands of private contractors. This article, Biden_Putsch#Election_disinformation, explains how one such program designed to detect "misinformation" in foreign elections, has been transferred to private contractors for use in a Psyop against the American people in the 2020 elections. Scorecard, designed to actually rig the numbers as ballots are tabulated, is now in the hands of private contractors for the DNC, similar to how FusionGPS and Crowdstrike privately contracted with the DNC to interfere in the 2016 election.
