Yuri Ushakov
Yuri Ushakov (b. 1947) is a Russian diplomat and statesman. Since May 2012, he has been Aide to the President of the Russian Federation responsible for foreign policy issues. He is a former Russian Federation Ambassador to the United States.
Career
From 1992 to 1996 Ushakov served as Director of the European Cooperation Department at the Russian Foreign Ministry responsible for cooperation with the OSCE, the EU, NATO, the North Atlantic Cooperation Council,[1] the Western European Union,[2] the Council of Europe, and regional European organizations. From 1996 to 1998 Ushakov served as the Russian Ambassador to the Organisation for Security and Cooperation in Europe (OSCE) in Vienna, Austria. From 1998 to 1999 Ushakov served as Deputy Minister of Foreign Affairs of the Russian Federation. From 1999 to 2008 Ushakov served as Ambassador of the Russian Federation to the United States. From 2008 to 2012 he served as Deputy Chief of Staff of the Government of the Russian Federation.
Ushakov speaks Danish and English.

During the NATO war in Ukraine in November 2022 Ushakov, along with Nikolai Patrushev, negotiated a deal with Biden regime National Security Advisor Jake Sullivan to allow Russian forces to withdraw from the west bank of the Dnieper Delta without being fired upon.[3]
Ushakov and FSB chief Sergei Naryshkin along with Kirill Dmitriev led the Russian delegation in the first round of peace talks in Saudi Arabia in February 2025.[4]
Ushakov commented on the appeal of President Trump following the NATO invasion of Kursk:
| As you could see and hear just now, President of Russia Vladimir Putin responded favourably to the appeal by US President Donald Trump regarding the fate of thousands of Ukrainian servicemen who had been blockaded and, essentially, surrounded in the zone of the Kursk Region invaded by the Ukrainian Armed Forces.
The US President's signal was heard, and our President gave assurances that the Ukrainian servicemen would live and would be treated fairly, if, of course, Kiev was willing to order their troops to lay down their arms and surrender. I would like to emphasise that the President of Russia gives consideration to any and all questions that arise in the process of the re-established dialogue with the current American administration. And I will reiterate that this dialogue has been resumed and is held regularly via a number of channels.[5] |
