The out of context quote refers to assessments the CIA made to Congress for decades (culled from "open public sources like newspapers and magazines") that Soviet GDP was 50% of US GDP, and that Soviet defense spending was 15% of Soviet GDP. The target of the disinformation was the US Congress, and to a lesser extent the public, to support increases in US defense spending to reach an alleged "parity" with Soviet defense spending.
