Proposition 23 would suspend an anti-free enterprise law (AB 32) of California, which embraces theories of global warming and gives preferences to less efficient "renewable" or green energy production. It also creates a market for special rights to trade greenhouse gases, with which insiders could make millions or even billions of dollars.

Proposition 23 is on the ballot in the general election of 2010.
