Mobilization

Although literally, mobilization means "to make mobile" it is mainly used relating to military activity.
Mobilization is the act of making both troops and supplies ready for war and the logistics involved in deploying them in conflict zones.
Senior military advisors who reconnoiter external forces, analyze the information to determine if it's just an exercise, and if not, report to political leaders of a general mobilization. "Mobilization means war," and the country observing the mobilization invokes its own mobilization.
