Bernard Mannes Baruch was a philanthropist, political consultant, and the first extra-constitutional appointee (czar) to be nominated by a president.[1][2][3] During World War I, President Woodrow Wilson appointed Baruch as head of the War Industries Board.

Baruch coined the term Cold War in 1947.[4]
