The only express warning in the Bible against "tyrants" is at Isaiah 49:24-25 (ESV) which includes "the prey of the tyrant be rescued, for I will contend with those who contend with you."
Prophetic
Isaiah 7:14 : "Therefore the Lord himself will give you a sign. Behold, the virgin shall conceive and bear a son, and shall call his name Immanuel."
Social problems
Isaiah 3:12 : "As for my people, children are their oppressors, and women rule over them. O my people, they which lead thee cause thee to err, and destroy the way of thy paths."
