Proposed wording change

"Four other states -- Minnesota, North Carolina, Tennessee and Vermont -- divide their time between two years."

I can't speak for everyone, but to me, this sentence seemed somewhat unclear. We might have to expand it into multiple sentences, but, and this is just based on North Carolina, since I don't know how the other three states schedule their time: "North Carolina has a 'Long Session' every odd year, with a 'Short Session' in even years." seems more clear. Admittedly, it allows for wordiness, but I feel sometimes you need to be more verbose to allow for clarity.

I'm going to stop, since I'm veering into wordiness myself.
