What is the meaning of this sentence?

I can't figure it out. Do you mean "Such a proliferation of surveillance has created an apparatus for a police state that is much more vast than the network of human "If you see something say something" informants, and similar to the Stasi, Red Guards, Gestapo and KGB." ??

- I think that concerns about surveillance should be covered in the surveillance related articles. IP cameras are very popular in sporting events and home security applications, where the people being photographed want to be photographed. If I were writing this article, I would focus upon how an IP camera differs from other non-IP electronic cameras. Non-IP cameras are widely used in surveillance systems. Privacy concers are generally discussed regarding closed circuit television (CCTV) systems rather than IP-camera systems. Perhaps the only issue unique to IP-cameras is the vulnerability to hack into them and hijack them. We need a plan for dividing up the scope of the different articles so that the surveillance discussion is not repeated in the separate articles for each camera type.
