The Apostle Peter's second letter addressed "them that have obtained like precious faith with us through the righteousness of God and our Saviour Jesus Christ. (II Pet. 1:1) The "righteous" addressed in Ezek. 18 could only have been those who (once) were saved, because no person in of themselves is righteous.
