A swamp rat, sometimes refereed to as swamp creature, are longtime civil service system bureaucrats of the federal government in Washington, D.C., as well as the elected legislators who excuse and protect their conduct. Also included in this group are anti-reform lobbyists, attorneys, and mainstream media figures.

Swamp rats are the overseers of the administrative state.

Many if not most are adherents to Marxist-Leninist political theory of governance by undemocratic and anti-democratic technocratic elitists.
