The open enrollment period for 2016 began on November 1, 2015, and 11.6 million people signed up for an insurance plan through either a state insurance exchange or through healthcare.gov.<ref name="2016a">{{cite web|url=https://www.cms.gov/Newsroom/MediaReleaseDatabase/Fact-sheets/2016-Fact-sheets-items/2016-01-29.html|title=By the Numbers: Open Enrollment|date=2016-01-29|accessdate=February 20, 2016}}</ref> Sixty percent of the people who enrolled in a plan in 2015 and used an exchange in 2016, switched to a different insurance plan.<ref name="2016a"/>

2019 Performance Results:
One of the original stated purposes of Obamacare was to provide health insurance to the 25 million uninsured/underinsured, during the 2008 election campaign, and the time of its passage in 2010. As of 2019, the last full year that the Us Census Bureau has completely aggregated and compiled full annual data, "26.1 million, did not have health insurance at any point during the year" and "29.6 million, were not covered by health insurance at the time of the interview." This is an "increase" of 1.1 million, 9 years after its signing and 5 years after its implementation.
