The first example of Obamacare's creation of a two-tier health care system was seen as millions of hardworking Americans struggle to make ends meet and watch as their health care costs increase due to provisions in Obamacare. Of course, the ACA provisions regarding employee health care had not gone into effect at the time of that proposed health fair.
