:Actually, the whole "Transvestite Hoover" rumor was set forward by the wife of a mobster he busted called Susan Rosenstiel. Nobody took her story seriously; Truman Capote (who was far from a fan of the FBI Director) found the story so ludicrous that he told it to everyone within range. In fact, Capote didn't even care if Rosenthiel's claims had any basis. As a result, a smear without concrete evidence lived through the ages.
