Shock and Awe, more properly called Rapid Dominance, is a tactical doctrine written by Harlan K. Ullman and James P. Wade of the National Defense University of the United States in 1996. The phrase was widely applied to describe US tactics in the 2003 Gulf War campaign, however Ullman noted at the time that "The current campaign does not appear to correspond to what we envisioned."[1]
