John Larry Lolley, known as Larry Lolley (October 30, 1945 – February 18, 2018), was an attorney from his native Monroe, Louisiana, who served as a city attorney and thereafter as a judge on the municipal, state district, and state appeals courts. He was a Democrat.[1][2]
After his graduation from Ouachita Parish High School in Monroe, Lolley received his bachelor's degree in government and economics from the University of Louisiana at Monroe. He procured his law degree from the Roman Catholic-affiliated Loyola University in New Orleans, where he drove a taxi to make ends meet. He was commissioned a colonel in the United States Army. He elected in 1978 as a judge for the Monroe City Court, thereafter the 4th Judicial District Court, which encompasses contiguous Ouachita and Morehouse parishes, and served from 2003 until his resignation and retirement in 2017 on the Shreveport-baswed Louisiana Court of Appeal for the Second District.[3]
In the nonpartisan blanket primary for the appeals court held on October 4, 2003, Lolley easily defeated his Republican opponent, "Chuck" Cook, 33,194 votes (65 percent) to 17,872 (35 percent). The election covered Franklin, Morehouse, Ouachita, Richland, and West Carroll parishes.[4]
In 2016, Lolley became the subject of media scrutiny when it was revealed that he had contacted Monroe attorney Mark Neal in violation of the judicial code of ethics, which forbids a judge from discussing substantive matters on the merit of a pending case. Lolley initiated an ex-parte communication with Neal in which he advised the attorney that the appeals court would likely decide against Neal's client, the Sixth Street Saloon in Monroe, which had been in a long-running legal dispute over an alcohol license. Lolley told Neal that handling such cases would be a detriment to his future as a lawyer.[5] At the time of the Neal matter, Judge Lolley indicated that he would complete his ten-year term which would have ended on December 31, 2018; however, he chose to resign effective May 3, 2017, and died nine months later.
Lolley and his wife, the former Dianna Pope, shared the same birthday and year of birth.[6] They have two children.[3]
Appeals court Judge Milton Moore of Monroe, who served with Lolley on both the district court and then the appeals court, said of Lolley: "He was s a great colleague and a dear friend who took his work seriously and was a great public servant. He was also very proud of his South Monroe roots.[3]
