David Eugene "Dave" Heineman (born May 12, 1948, in Falls City, Nebraska) is the Republican Governor of Nebraska, having been sworn in in 2005 upon the resignation of Mike Johanns to become Secretary of Agriculture. After a competitive primary followed by an easy general election, he was elected to a full four-year term in 2006. As Governor he secured a $400 million trade agreement with Taiwan for Nebraska wheat, soybeans and corn, and was chairman of the Governors’ Ethanol Coalition in 2007.

Heineman served five years in the U.S. Army, and would rise to the rank of captain. His first elected office was in 1990 on a seat to the Fremont City Council. He was elected State Treasurer in 1994 and reelected in 1998. After getting elected Lieutenant Governor in 2002 he served as Nebraska's director of Homeland Security, chairman of the Nebraska Information Technology Commission (NITC), and was the presiding officer of the Nebraska Legislature.
