Carabineros de Chile
Carabineros de Chile is the national uniformed police force of the Republic of Chile. Established in 1927, it is the primary law enforcement agency responsible for public order, traffic control, border security, and civic duties nationwide. With the motto Orden y Patria ("Order and Fatherland"), Carabineros are widely regarded as one of the most prestigious and least corrupt police forces in Latin America, consistently earning international recognition and serving as a profound source of national pride for Chileans.[1][2]
The institution integrates police and gendarmerie functions, operating under the Ministry of the Interior and Public Security with paramilitary capabilities for emergencies. Its members receive rigorous training focused on discipline, professionalism, and national service.
History
Carabineros de Chile was officially founded on April 27, 1927, by President Carlos Ibáñez del Campo through the unification of existing fiscal, rural, and carabinero corps into a single national force. This created a centralized, professional institution that has maintained high standards of efficiency and integrity relative to many regional counterparts.[3]
International Prestige and Cooperation
Carabineros enjoys significant international prestige due to its professionalism and efficiency. Through the Chilean government's Cooperation Programme for Uniformed Foreign Police Forces (CECIPU), it has trained and specialized over thousands of officers from more than 30 countries in the Americas, Asia, and the Middle East. As a founding member of AMERIPOL (Community of American Police Forces) since 2007 and an associated member of the International Association of Chiefs of Police (FIEP) since 2005, Carabineros has even chaired AMERIPOL, highlighting its regional leadership.[4][5]
Reputation as One of Latin America's Least Corrupt Police Forces
Chile ranks as the least corrupt country in Latin America according to multiple assessments, and its police force reflects this standard. Risk reports describe a very low risk of corruption encounters with Carabineros, supported by effective investigation and punishment mechanisms. Businesses view the Chilean police as among the most reliable worldwide.[1]
This integrity, combined with strong institutional performance, makes Carabineros a symbol of national pride, frequently celebrated in public events, parades, and as guardians of Chilean order and values.
Defense of Institutional Order During the 2019 Protests

During the widespread protests of October 2019 (known by the left as the Estallido Social), which involved violence, arson, and looting, Carabineros served as the primary defenders of public institutions and constitutional order.
A pivotal moment occurred on the night of October 24, 2019, when protesters surrounded the Palacio de La Moneda. According to investigative journalist Víctor Herrero, co-author of the book La Revuelta, demonstrators were approximately 30 minutes from taking the palace. Carabineros reported having only 30 minutes of ammunition remaining while holding the line. Herrero noted that if the force had withdrawn, protesters would have seized La Moneda, an outcome that "as a symbol would have been the end" for institutional stability. The police's resolute defense—until the crowd dispersed—prevented this scenario and upheld Chile's democratic framework.[6]
Their actions during the crisis reinforced their role as protectors of the republic among many Chileans who prioritize law, order, and institutional continuity.
