The Bible speaks to elections and whim of the majority.
Several passages explain that it is wrong to follow the majority (Exodus 23:2; 32:21-24; I Samuel 15:24).
Yet the Epistle to the Romans does provide a biblical role for civil government (Romans 13:1-7).
