:There is no free lunch in economics. Wartime spending on the military that temporarily boosts GNP is not being used on things that affect future economic growth such as R & D, education, and other factors that affect labor productivity, do lessen future economic growth. In addition, wars of attrition are expensive in terms of limiting future labor supply due to casualties and highly skilled/educated people fleeing a country to avoid being drafted. It also lowers the number of potential consumers that can buy products from businesses in the present and in the future all other things remaining equal. Furthermore, wartime spending tends to be inflationary.  :Putin himself says that low labor productivity is a significant problem facing Russia (It's half that of the USA).
