Kadyrov has de facto established [[Sharia]] law in the region and was condemned by the international community for slaughtering gay citizens.<ref>https://www.independent.co.uk/news/world/europe/chechnya-ramzan-kadyrov-gay-citizens-massacre-chechen-leader-do-not-exist-russia-vladimir-putin-a7675906.html</ref> Chechen authorities have imposed a compulsory Islamic dresscode for women.<ref>https://www.bbc.com/news/world-europe-12705300</ref>
In February 2022, the Kadyrov-backed Mufti of the Chechen Republic strongly implied that [[Vladimir Putin]], despite not being Muslim, was waging a holy war on behalf of Allah by going to war with Ukraine, and that it was the spiritual duty of Chechens to fight on the side of Russia.[https://www.breitbart.com/europe/2022/02/27/mufti-chechen-republic-says-ukraine-invaders-are-on-path-of-allah/] Shortly before this announcement, Kadyrov himself had announced that he was deploying Chechen troops (known by some as '''Kadyrovites''') to Ukraine.[https://www.breitbart.com/europe/2022/02/26/islamist-kadyrov-unleash-thousands-chechen-fighters-ukraine/]Since then, Kadyrov has made veiled threats against Ukrainian civilians[https://www.breitbart.com/europe/2022/03/03/chechnyas-kadyrov-makes-sinister-reference-beautiful-girls-ukraine-especially-kharkov/], and even publicly criticized Putin for not pushing for a wider war[https://www.breitbart.com/asia/2022/03/31/chechen-leader-ramzan-kadyrov-russian-negotiator-made-a-mistake-offering-ukraine-concessions/]. It is probable that many if not most war crimes committed by the pro-Russian side will end up being committed by forces loyal to Kadyrov, given his fanaticism.
