Nonfeasance is the total failure or omission of an employee of a government agency to do his job. More generally, nonfeasance is the failure of an agent to perform a duty required by his principal.
Nonfeasance is different from misfeasance (performing a lawful task improperly) and malfeasance (doing something illegal or wrongful).
