Venezuela is heavily dependent upon trade revenue from oil sales to the United States. This triggered a prohibition on the sale or license of defense articles and services to Venezuela. There have been long-held suspicions that Chávez has supported leftist Colombian guerrillas, although Chávez denies such support. During an April 2005 trip to Cuba, Presidents Chávez and Castro announced commercial deals worth over $400 million, including a joint shipyard to build small navy ships and a joint housing construction company.
