Many Galileans wanted to burn him and the town, but Josephus offered his partisans five days to abandon his cause. Three thousand of them joined Josephus. But John sent emissaries to Jerusalem, still warning that Josephus would become a tyrant. Josephus meanwhile reproached all the rebels for their rebellion. Using various stratagems multiple times to make them think he had superior forces, he promised [[Amnesty|pardon ]] to any who would assist him. Various leaders were thus enticed to come over to him; and, being unwilling to put anyone to death, once he had them all, he imprisoned them. Galilee became quiet, and the Jews began making preparations for the impending struggle against Rome. The walls of Jerusalem were repaired and engines of war were constructed.
