The middle east was not particularly unstable during its long years of Ottoman dominance, or even in the interwar period - it's current reputation as a problematic area postdates the discovery of oil in Saudi Arabia in 1938.  Texas and Alaska are obviously stable, and the North Sea area is not noted as a hotbed of agitation.
