- Inclusion into profit-sharing;
- Increase in old-age pensions;
- Creation and maintenance of a sound middle-class;
- Agrarian reform, which included the seizing of land without compensation;
- State control of education;
- Creation of a citizen's army to supplant or replace the regular army;
- State control of the press
