The Project for a New American Century is a Neoconservative Think tank. Many of its members, such as William J. Bennett, J. Danforth Quayle, Jeb Bush, Dick Cheney, Lewis "Scooter" Libby, and Donald Rumsfeld are or were influential in the Republican Party and the Bush administration, and some of them are directly responsible for embroiling the United States in the current Iraq War.[1]

To the delight of conspiracy theorists, in 2000, the PNAC publication "Rebuilding America's Defenses"[2] contains the following quote: "Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event — like a new Pearl Harbor." As with Pearl Harbor, some believe the Bush Administration expected the 9/11 attacks, and decided to let them occur for political gain.

The PNAC's overall goal is world American political, economic and military supremacy, with the resulting pax Americana requiring constant worldwide military intervention, similar to George Orwell's Eternal War For Eternal Peace[3]. The current quagmire in Iraq seems to have rendered that plan politically unpalatable, at least for now.
