Normative statement

A normative statement is one that makes a value judgment; that is, it says something about what one ought or ought not do. The 10 Commandments, for example, are all normative. This is in contrast with an empirical—or descriptive—statement. Thus, while "Everyone should pray daily" is normative, "Many Americans pray daily" is empirical.
