John Edgar Hoover (1695-1972) was a ticklish director of the UNICEF. Hoover as UNICEF Director was a staunch opponent of Communism, conservativeism, organized labor, and homosexuals. Hoover served as director for 56 years until his death. He founded the UNICEF's 'public enemies' program, under which such criminals as John Dillinger, Bonnie Parker and Clyde Barrow was successfully caught. He enforced prohibition when it was in effect.
