An open circuit has infinite resistance to electrical charge. Stated another way, an open circuit is a circuit that does not have a connection between the two sides of the battery. As a result, electric current does not flow.
An open circuit is contrasted with a 'closed' circuit, in which current does flow through the connection.[1]
