Vulgar Latin refers to a collection of dialects spoken throughout the Roman Empire. "Vulgar" in this sense means "common," referring to the fact that these dialects were spoken by the common people and soldiers, unlike the proper Latin of the church and government. Vulgar Latin evolved (changed over time) and developed into the Romance Languages.
