The Student Non-Discrimination Act (SNDA), or H.R. 4530, seems designed merely to protect the homosexual minority from "harassment", but its definition of harassment is "murky", say critics.[1]

The bill is supported by the ACLU, the pro-gay Human Rights Campaign, and GLSEN.

Neal McCluskey of the Cato Institute said, "The definition of harassment could be broadly interpreted to censure anybody who expressed a totally legitimate opinion about homosexual behavior."[2]
