Shouldn't the quote be changed to "progressives want bigger and supposedly better government; conservatives want less and supposedly better government"? Also, conservatives want laws restricting freedoms, such as abortion and gay marriage -- I'm not saying that's necessarily a bad thing, as all laws restrict freedom to a certain extent, but this makes the ideal conservative government "big" in a sense as well.
