In 1998, Pan Am Flight 103 was brought down over Lockerbie, Scotland, by terrorist and Libyan government intelligence officer Abdelbaset Ali Mohmed Al Megrahi. The flight was en route from London to New York, and resulted in the deaths of 243 passengers, the majority of whom were American, 16 crew members, and 11 local residents. In 2009, the decision was made to release Al Megrahi, on "compassionate" grounds, despite having only served what was equal to less than 14 days per victim [1]
