Discouraged workers are people who are not employed but not looking for employment, generally because they feel finding a job is not likely even if they do search. These people do not appear in unemployment statistics in that they are not looking for work. Discouraged workers are especially common in long recessions. This effect may artificially lower unemployment numbers.
