Whether they should be considered [[prisoners of war]], under the [[Geneva Convention]]--a Western institution, is a matter of controversy between liberals and conservatives. Liberals generally say that the conventions of the institution originally created by Western powers to formulate humane laws and customs of war and intended to be neutral which has expanded with signatory states throughout the globe should apply to belligerents who are ostensibly at war with the same institution. Conservatives generally support the US policy of calling them [[unlawful combatant]]s. <!-- Why don't their governments offer to take them home? -->
