-[[President Truman]] and the [[Allied Powers]] issued the Potsdam Proclamation on July 25, 1945 to the Japanese government warning of "prompt and utter destruction" if it did not surrender immediately.  Afterwards, Truman dropped 27 million leaflets over Japanese cities with the same warning.  Some historians {{fact}} say the Japanese ignored them and showed no interest in surrendering.  If the Japanese had shown any interest in ending the war, then the atomic bomb would not have been dropped.  However, other historians believe differently {{fact}} --the Potsdam Proclamation never specifically said what the "utter destruction" was.  These historians claim that the result would have been different if the Japanese knew that the US was threatening to use the atomic bomb.  Also, it is controversial whether the Nagasaki bomb was justified because the Hiroshima bomb was enough to end the war, according to some historians.
