Albert Carroll Mincey, Jr., known as Buddy Mincey (born April 23, 1969) is a businessman from Denham Springs, Louisiana, who is an incoming Republican state representative for District 71 in Livingston Parish. In the general election held on November 16, 2019, Mincey handily defeated Lori Callais, 9,559 (77 percent) to 2,903 (23 percent).[1] In the nonpartisan blanket primary held on October 12, Mincey polled 45 percent of the vote. A resident of Denham Springs, Mincey succeeds Republican Representative J. Rogers Pope, who instead ran successfully for the state Senate.
Mincey is the son of the former Nina Linda Martin and Albert Mincey, Sr. (1943-2017), a native of Kossuth, Mississippi, a journeyman ironworker, an officer in a labor union, and from 1996 to 2011 a Democratic member of the Livingston Parish Council. He has a sister, Connie Faye Mincey White and a brother, Ricky Duane Mincey.[2]
Mincey graduated in 1987 first in his class at Denham Springs High School and then attended Southeastern Louisiana University, at which he obtained a bachelor's degree in industrial technology. He is the safety, health, and environmental director at Volks Construction Company in Prairieville, a census-designated place in Ascension Parish between Baton Rouge and Gonzales. In 2006, Mincey was elected as a Democrat to the District 5 seat on the Livingston Parish School Board. At some point after that election, he switched parties. The board will select a temporary successor pending a special election to choose Mincey's successor.[3]
Mincey said that as a legislator, he has "no agenda"[4] but expects to focus on public education, infrastructure, and flood recovery.[3]
