A Czar was a Russian absolute emperor. The people of Russia discontinued the institution of Czars in 1918 with the death of Nikolai II and his family.
The term is also now used in America to refer to bureaucrats in charge of carrying out some aspect of US Government policy, such as the Drug Czar.
