My question should be refined: what happens in a state (or country) '''after''' it adopts a "shall issue" policy on concealed handguns? We need to sort out conditions beforehand. The big question, of course, is whether we can reduce violent crime in the big metropolitan areas of the US by making it easier for law-abiding citizens to have and use guns. My question should be refined: what happens in a state (or country) after it adopts a "shall issue" policy on concealed handguns? We need to sort out conditions beforehand.
