Not a proper noun
While there is a redirect pointing here, as seen in http://www.tutor2u.net/economics/content/topics/elasticity/income_elasticity.htm this is not a proper noun. Best practice would be to move this article to the lower case version of the name and then edit articles linking to it to also link there.
