Living standards frequently lagged behind industrial growth. Housing shortages, food shortages, poor consumer goods, and long waiting lists became common. Citizens were often expected to sacrifice personal comfort for the long-term goals of socialism and national development.

What in the west have been called economic revolutions related to the widescale use of plastics and also the advent of the semiconductor, were some of several large economic revolutions in the west that the Soviets never enjoyed. The Soviet system was adaptive only to the political needs, not attuned to chasing greater levels of productivity and efficiency.

The tendency for the state to not only use coercion, but also to divide the population and then crush the smaller, more vulnerable, class, may have been winning political tactics but in managing a nation it led to reduced outputs, resentful workers, and ultimately justification for even harsher measures.

Instead, these programs were meant to be fulfilled through sheer force of will. When production was down, it was left to politics in order to find the miracles needed to meet increasingly unrealistic economic goals.
