A Proxy war is a war instigated by a major power which does not itself become involved. Governments sometimes wage proxy wars because they lack domestic and international legal authority to fight a direct conflict.[1]

Lt. Gen. Keith Kellogg described the sociopathology of a proxy war to the United States Congress as the "acme of professionalism" to use proxy forces that "takes a strategic adversary off the table" without "using any US troops."[2]

The American Declaration of Independence charges King George III of Great Britain with using indigenous Native Americans in a proxy war against the Thirteen Colonies:

By definition, the United States is waging a proxy war against Russia, using Ukrainians as their instrument, with the goal of not ending the war but prolonging it, making the United States a cobelligerent.[4] Leon Panetta, who served as CIA director and secretary of defense under Barack Obama, acknowledged that the war in Ukraine was an American proxy war.[5]

The United States flooded Ukraine with billions of dollars of sophisticated weaponry, with some of those arms ending up in the hands of neo-Nazi battalions integrated into the Ukrainian government and military. The New York Times admitted that “C.I.A. officers are helping to ensure that crates of weapons are delivered into the hands of vetted Ukrainian military units."[6]
