Diktat

Rule by diktat, dictate or decree refers to a totalitarian or single party regimes' undemocratic system of governance.
A diktat can take the form of an Executive Order, legislative mandate by a party that advocates' single party control, or regulation from a government agency with a strictly political targeting basic constitutional, civil, or human rights.
