The Clean Air Act (CAA) is a major piece of environmental legislation first passed in 1970 to clean up air pollution.[1]

In 1990, Congress amended Title VI (Acid Deposition Control) of the CAA to direct the EPA to protect the ozone layer through several regulatory and voluntary programs.[2] Sections within Title VI cover production of ozone-depleting substances (ODS), the recycling and handling of ODS, the evaluation of substitutes, and efforts to educate the public.
