A civil union is a government-recognized relationship between two same-sex people who "live together", i.e., fornicate. It is the 'evil twin' of marriage.
The intent of civil unions is to give same-sex couples the same legal privileges and social standing as married couples. Indeed, it has the effect of elevating them above unmarried heterosexual couples (see also common law marriage).
