The phrase City upon a hill originates out of Jesus Sermon on the Mount, and has frequently been used to describe America from a Christian viewpoint.

The phrase has been used by Presidents John Kennedy, Ronald Reagan, and by early Americans such as John Winthrop, in his A Model of Christian Charity.
